Notice is hereby given by the Board of Library Trustees of the Fremont Public Library; Lake County, Illinois that sealed bids will be received for EXTERIOR LIGHTING REPLACEMENT, hereby referenced as The Project. This Contract is subject to the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.).
The Project shall be a single prime contract and consists of upgrade of exterior parking lot and building lighting, including head replacement on existing poles, pole replacement, pole base repair, building sconce replacement and painting of existing poles.
Bids will be received up to the hour of 2:00 p.m. CST on November 12, 2024 at the Fremont Public Library office of the Director, 1170 N. Midlothian Road, Mundelein, IL and will be publicly opened and read aloud at that 2:05 PM. Any bids received after 2:00 PM will not be accepted.
Bidding documents which include Project Manual and Project Plans will be on file and may be obtained by bidders on October 22, after 12:00 p.m., for electronic distribution through BHFX Planroom website: http://www.bhfxplanroom.com. A Non-Mandatory Pre-Bid site conference and walk-through for contractors interested in bidding will be conducted.

All bids offered must be accompanied by a bid bond, cash or certified check made payable to Fremont Public Library in the amount of not less than ten percent (10%) of the total amount of the bid, including alternates, as a guarantee that if the bid is accepted a contract will be entered into and the performance of the contract is properly secured. No bid shall be withdrawn after the opening of the bids without the consent of the Fremont Public Library for a period of sixty days after the scheduled time of opening the bids.
The successful bidder for the project will also be required to file a performance bond equal to one hundred percent (100%) of the accepted bid with sureties to be approved by the Fremont Public Library and authorized to do business in Illinois, which performance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specifications therefore, according to the time and terms and conditions of the contract; and also that the bidder/contractor shall properly pay all debts incurred by the Contractor in the execution of the work, including those for labor and materials furnished.
The successful bidder for the project will also be required to file a payment bond equal to one hundred percent (100%) of the accepted bid with sureties to be approved by the Fremont Public Library and authorized to do business in Illinois, which payment bond shall be conditioned upon payment as required by law for all persons supplying labor and material in the execution of the work provided for in the contract.
The successful bidder must comply with all applicable Federal, State and local laws, ordinances, rules and regulations including but not limited to: the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.) and the Illinois Human Rights Act (775 ILCS 5/1-101 et seq.). All bidders must provide with their bids an executed Certification of Eligibility to Enter into Public Contracts pursuant to the Illinois Criminal Code (720 ILCS 55/33E-11).
The Contractor is required to furnish sufficient insurance and guaranty and indemnity to the Board of Library Trustees of the Fremont Public Library covering the officers, agents, employees and volunteers of the Board and the Library District against any and all claims which might arise for damages to persons and/or property due to the negligence of the Contractor or Subcontractors or their officers, agents, employees or servants, during the construction of the said improvements and until the said improvements have been finally accepted as complete by the Board of Library Trustees. Execution of the Contract by the Board of Library Trustees is contingent upon receipt of required bonds and certificates of insurance.
The lowest bid will be determined by the amount of the Base Bid alone or in combination with Alternate Bids as may be selected by the Board of Library Trustees.
The right to waive technicalities, irregularities and informalities, or to reject any and all bids is reserved by the Board of Library Trustees.

The parking lot and building lights outside the library are original to when the building was constructed in 2000. We are no longer able to get parts for repair, and one of the light poles was damaged by a car last spring. The library is using saved funds to replace the lighting fixtures with modern LEDs that will reduce light pollution and save energy.
